The Orange County Housing Authority (OCHA) began accepting applications for Project Based Voucher (PBV) units for people experiencing homelessness on April 6, 2026. The project is located at 1400 Bristol St, Costa Mesa, CA 92626, and will have forty (40) one-bedroom units and eight (8) studio units available for people experiencing homelessness.

Admission preference for twenty-four (24) units will be given to applicants experiencing homelessness, eligible for services under the Special Needs Housing Program, and referred by the Orange County Coordinated Entry System (CES) to OCHA. CES will verify homeless preference eligibility prior to referral to OCHA.

Admission preference for ten (10) units will be given to applicants who are experiencing homelessness, meet the Veterans Affairs Supportive Housing (HUD-VASH) eligibility criteria as determined by the VA Community Resource and Referral Center, and referred by CES to OCHA. CES will verify homeless preference eligibility prior to referral to OCHA.

Admission preference for fourteen (14) units will be given to applicants who are experiencing homelessness and referred by CES to OCHA. CES will verify homeless preference eligibility prior to referral to OCHA.

Individuals who are experiencing homelessness, currently on OCHA’s Housing Choice Voucher waiting list and interested in applying for Avon River Apartments may contact OCHA’s reception at (714) 480-2700 for information or dial 2-1-1 to be connected to an access point for households experiencing homelessness.

When calling 2-1-1, please ask to be connected to a CES access point and 2-1-1 staff will provide you the contact information for the provider most appropriate to your circumstances in your service area. You may need to leave a message for a call back for an assessment appointment.
