Notice of Public Hearing: Orange County Housing Administrative and Annual PHA Plans

The Orange County Housing Authority (OCHA) will be holding a Public Hearing to receive public comments on its Administrative Plan and Annual PHA Plan. In accordance with federal regulations, OCHA must adopt a written Administrative Plan that establishes local policies for the administration of rental assistance programs. The Annual PHA Plan is a document that HUD requires to report programs, operations, and strategies for meeting local housing needs and goals. On or before Thursday, October 2, 2025, the draft plans will be posted for public review online at  www.ochousing.org/documents-forms and a hardcopy made available for review by the public during normal business hours at the Orange County Housing Authority’s office located at 1501 E. St. Andrew Place, Santa Ana, CA 92705.

Written comments should be addressed to Orange County Housing Authority, 1501 E. St. Andrew Place, Santa Ana, CA 92705, Attention: Kristine de Leon or via e-mail Kristine.deleon@occr.ocgov.com. All written comments received prior to the scheduled public hearing will be considered by OCHA.

The Public Hearing will be conducted by the Orange County Board of Supervisors on Tuesday, November 18, 2025, at 9:30 a.m., The Board of Supervisors meets in the County Administration North, Board Hearing Room, First Floor, 400 W Civic Center Dr, Santa Ana.  All persons either favoring or opposing the draft Plans for FY 2025 are invited to present their views in writing before the Board of Supervisors.
